Golden Valley Electric Association (the “Company” or “GVEA”) is issuing this Request for Proposals (RFP) for Independent Power Producer (IPP) services for a wind power plant near Fairbanks, Alaska (hereinafter, the “Project”). Energy produced from the Project will be sold to GVEA through a Power Purchase Agreement (PPA). GVEA is seeking relevant proposals from experienced prospective bidders that shall cause the Project to be designed, built, operated, and maintained. Following the PPA term, GVEA will have the option to purchase the wind project. Otherwise, the IPP shall be responsible for end of life management, including life extensions, repowering, or decommissioning the Project.
The intended outcome of this RFP is the successful negotiation and execution of a PPA for the Project for the scope of services described herein.
The Project is intended to:
- Lower the overall carbon footprint of the GVEA generation portfolio; and
- Lower GVEA member rates and dampen rate volatility associated with petroleum-based fuel supplies.
The Project shall be sited within GVEA’s service territory as shown in Appendix A. Your company (hereinafter, “Bidder”) is encouraged to provide proposals for the Project.
